Gary L. Owen has been involved in the planning, design, construction, and operation of facilities in the water, wastewater, and natural gas industries for over 50 years, including managerial experience with the Anniston Water Works and Sewer Board in Anniston, Alabama. Gary was the Chief Engineer and General Manager at Anniston for approximately seven years, and he has been involved in the practice of consulting engineering for over 40 years.

Gary L. Owen and Associates, Inc. was established in 1986, and the design and construction of several multi-million dollar projects associated with the provision of water, wastewater, and natural gas service to the general public soon followed.

In January of 1996, Gary L. Owen constructed a new 8,000 square feet office facility located in the 1,700 acres multi-use Trace Crossings Development, situated near the Hoover Met Complex and the Riverchase Galleria. All design work and the subsequent preparation of plans and specifications are currently performed in-house at our Hoover office when applicable, including site design, structural, mechanical, electrical, hydraulic, and instrumentation. If necessary for larger projects, we are also able to utilize some of the best subconsultants found in our region, such as for unusual architecture or complex process electrical needs.

In addition to our design capabilities, we own a variety of equipment that is utilized for the acquisition of field topographic data, water system flow and pressure testing (for validation of hydraulic models or for insurance rating purposes), and related activities. Our GPS survey equipment is suitable for the precise acquisition of field data, accurate utility system mapping, GIS applications, and more. Our portable system flow measuring devices and sonic equipment can be utilized for detection of leaks and other forms of water loss.

We also provide assistance services with grant agencies, regulatory agencies, bond agencies, legal firms, environmental organizations, and related groups.

Our entire professional engineering staff has had decades of experience assisting our clients in all facets of consulting civil engineering, and are available seven days per week as needed to assist you during all special endeavors, to attend status meetings, Board/Council/Commission meetings, or as may be required during construction activities.
